What the auditors reported

Florida law requires every town to have an independent audit each year and to send it to the state Auditor General. This page quotes what the auditors reported about the Town of Melbourne Beach, from the report in our document library — no verdict added in either direction. What the auditors said is the record; what to make of it is yours.

Read this first — the phrase that gets misread

Read this before reading a Florida audit: the “management letter” at the back is where auditors list recommendations the state’s rules ask them to report. A recommendation there is advice to improve how something is run — it is not a finding of fraud, and not a problem with the numbers. A report is clean or not in its opinion and its findings sections, which is what this page quotes.

The verdicts — quoted from the reports

Town of Melbourne Beach FY2025 (year ended Sept 30, 2025) ◐ a recommendation, no findings

“In connection with our audit, we determined that the Town, did not meet any of the conditions described in Section 218.503(1), Florida Statutes.”

Section 218.503(1) lists the conditions of a local financial emergency; the town met none. The auditors made one recommendation (2025-001): some employees’ comp time and vacation balances were over policy limits, approved verbally by the prior Town Manager but without the written approval the policy requires. The town answered that it “will consider modifying its leave policies” in 2026. The prior year’s audit had no findings or recommendations. No noncompliance with grants or contracts was reported.
